Generally, the liability of a dog lies on the dog owner. Stray dogs are not owned by anybody and as such, no one is liable for any injuries that they cause. However, the municipal council of the area where the stray dogs are is responsible for vaccinating them so that they do not infect people with rabies. If you get bitten by a stray dog, you have the right to a free vaccination on account of the municipal council or any other liable local body of authority. In any case, make sure you consult a dog bite attorney to advise you.
